Rick Rybeck, an attorney with a master’s degree in real estate and urban development, is the director of Just Economics, LLC. He helps communities create economic incentives for job creation, affordable housing, transportation efficiency and sustainable development. Recently Rybeck assisted the Federal Highway Administration by leading webinars and creating information about land value return on the FHWA website. Rybeck has worked with a number of clients including the Transportation Research Board, UN Habitat, the Massachusetts Dept. of Transportation and the Brookings Institution.

Before creating Just Economics in 2010, Rybeck was Deputy Administrator for Policy and Planning at the DC Dept. of Transportation. There, he facilitated landowner funding for a new transit station that catalyzed transit-oriented development. Recipient of 1986 ULI scholarship to write “The impact of Property Tax Policy on Spatial Patterns and Costs of Development.” Author “Meeting America’s Housing Needs” in 1982.
