Work Group Holds Listening Sessions on Property Tax Study
Passage of HB 2321 last session authorized a study to “modernize” Oregon’s broken property tax structure. Ubiquitous issues with Measures 5 and 50, particularly among municipalities, have finally prompted the review process. The charge from the Revenue Committee chair, Rep. Nathanson, was to take a broad approach to consider a range of policy solutions.
Recently Common Ground OR-WA was invited to present on land value taxation/return to the Work Group. Rep. Walters, vice-chair of the Revenue Committee, is leading a series of listening sessions among stakeholders. Since they haven’t restricted comments for consideration in compiling a study report, we encourage you to submit comments as soon as possible. They are most interested in two subjects: experiences with property tax inequities and problems plus effective solutions.
We have requested comments from the cities of Portland, Bend, Beaverton, and Eugene so far because we’re aware of their interest in or support of LVT. Organizations such as 1000 Friends of Oregon, Sightline Institute, and Tax Fairness Oregon are likely to weigh in. Please send comments (with a CC to info@commongroundorwa.org) for the study to William Worth, legislative assistant for Rep. Julie Walters: Rep.JulesWalters@oregonlegislature.gov.
